It's not really fair to say that Star Fleet centres around Shiro, but his closeness to Lamia, Captain Carter and Professor Hagen mean that we do see many events from his perspective or with him in a leadership role. He is, in a sense, a Luke Sywalker-esque sort of figure - up until this point all he's ever done has been theory, and now it's time to put his skills and self-belief to the test.
Despite being quite level-headed, he actually behaves more unpredictably than Hercules - taking off to fight Carter one-on-one, and escorting Lamia to the Skull against Dr Benn's orders (getting a right hook from Hercules for getting her hurt). It's not clear whether he has any real superiority in terms of rank over Hercules as they're both fresh out of the academy like Lee, but he is nevertheless the one the others take their orders from.
Oh, and no, we don't ever see him without his helmet on!
