The office of Mayor Will Hayes (Brett Cullen) receives a threatening package in the form of a scary clown. The threat assessment unit looks into previous threats, Alice (Angela Gulner)—an escort he has an association with, and Drew (Raphael Sbarge)—a possessive client of Alice. Given the mayor's relationship with the escort they also question his wife Elaine (Andrea Roth) and son Craig (Benjamin Papac). Meanwhile, Beth asked Amanda for help with Perry. Amanda offered Perry probation. Perry makes bail, then disappears. He is later shown visiting Ray in the mental facility, saying they have a common interest.
